EU Contradictions

EU Commission President Jose Manuel Barroso Quote "You can't have a monetary union without an economic union and this is the absolute prerequisite for having monetary union," he said.
If countries "don't want that then it's better to forget monetary union altogether,"
Questions:
1) If it is a “Prerequisite” then why do we currently have the monetary union in its absence?
2) If we can’t have one without the other does this not prove that economic union (with whatever it may bring) was one of the objectives in the first place?
3) And the cynic may say that the monetary union was the mechanism used to put us in a position were by it makes it at the very least extremely difficult to not have these conditions forced upon us?
